Shri V.J. Talwar ,Chairman

      Shri V.J. Talwar born on 15th July 1949, joined Uttarakhand Electricity Regulatory Commission on 3rd August 2007 as Chairman. Shri Talwar is an Electrical Engineer with bachelor degree in law having more than 36 years experience in power sector. During this illustrious career spanning, he served in different capacities and handled important assignments in different organizations, viz, Uttarakhand Electricity Regulatory Commission, Delhi Electricity Regulatory Commission, Central Electricity Authority, Northern Regional Electric Board, Delhi Electrical Supply Undertaking and New Delhi Municipal Committee. Various postings and opportunities have enabled him to acquire wide and varied experience in the electricity industry in its entirety covering the fields of electricity regulation (engineering and tariff setting as also to a large extent the legal aspect), planning, design costing etc. of transmission and distribution systems, grid operation (both operational and commercial aspects and load generation balance), Intra/Inter-regional Exchanges of power.

        Before taking over as Chairman, Shri Talwar has served Uttarakhand Electricity Regulatory Commission as Member (Technical) and has actively associated and contributed in the preparation of various Regulations, Tariff orders and other policy matters.Shri Talwar has widely traveled in many countries such as Japan, Canada, USA and France for various training programmes/studies/conferences etc.

Shri Anand Kumar, Member               

       Shri Anand Kumar joined Uttarakhand Electricity Regulatory Commission on 18th March 2008 as Member. Shri Kumar has done Graduation in Electrical Engineering from IIT, Roorkee and Post Graduation in Management (Finance) from Lucknow University. He has got opportunities to learn Advanced Software Programming in Process Control Computers in Hitachi Ltd, Japan and has done a specialized course on Economic Regulations in National Regulatory Research Institute, at Ohio University, USA.

       Before taking over as Member, Shri Anand Kumar has served Uttarakhand Electricity Regulatory Commission as Secretary and was actively associated in the preparation of various Regulations, Tariff orders and other policy matters. Some of the key assignments handled by him were Secretary, Uttar Pradesh Electricity Regulatory Commission (UPERC), Senior Specialist (Tariff) in UPERC, Member-Working Group in Reform Project Management Organization in Uttar Pradesh Power Sector. These assignments have enabled him to acquire extensive and diverse experience in the field of Electricity Regulations. His expertise in tariff regulation has benefited him during his past postings as Secretary in Uttar Pradesh and Uttarakhand Electricity Regulatory Commission, in dealing with all kind of regulatory matters including tariff/commercial issues.
